Up to the late 1970's stucco ceilings were made with the use of asbestos fiber both for body or effect, the noise reduction and the fire retardation. However, the use of asbestos was banned around 1978-1979. Houses made before that period usually had asbestos materials. For popcorn ceilings, manufacturers and builders were allowed to make use of their remaining asbestos lined stucco to paint the ceiling. This resulted in some buildings made well into the 1980's being painted and tainted with asbestos.
